2025–2026 Fall Semester Inter-Institutional and Intra-Institutional Transfer Quotas and Application Requirements
The application requirements and schedule for inter-institutional and intra-institutional transfers for the fall semester of the 2025-2026 academic year are below:
Application Requirements for Inter-Institutional Transfer
- Applications can be made between equivalent programs (those with the same name or whose content is determined to be at least eighty percent identical by the relevant college or vocational school's board of directors). programs)
- Have a minimum GPA of 2.40 out of 4.00 for the semesters completed in the enrolled program.
- Have no failed courses as of the application date.
- Have no disciplinary action (those who have received a disciplinary action from a higher education institution cannot apply for transfer).
- Transfers are not permitted to the preparatory class of associate's and undergraduate degree programs; to the first and last semesters of associate's degree programs; or to the first two and last two semesters of undergraduate degree programs.
- Transfers are permitted from open or distance education to other open or distance education degree programs. To transfer from open and distance learning to formal education programs, the student's GPA in the current program must be 80 or higher out of 100, or their central placement score in the year of enrollment must be equal to or higher than the base score for the diploma program of the university they wish to transfer to.
- For horizontal transfer to higher education institutions that offer education entirely or partially in a foreign language, it is mandatory to pass the foreign language proficiency exam administered by the relevant higher education institution or to document a score at the level determined by the relevant higher education institution on nationally or internationally recognized foreign language exams recognized by the Council of Higher Education.
- For applications from universities abroad, the student's higher education institution abroad and the program in which they are studying must be recognized by the Council of Higher Education as an institution authorized to grant associate or undergraduate degrees, and the university must accept the equivalence of the diploma program they are enrolled in to the associate or undergraduate degree program they are applying for.
- In horizontal transfers from higher education institutions abroad, the number of students who can transfer to each class of a program from the same higher education institution abroad cannot exceed 15 percent of the international quota for the relevant class of that program. In calculating the 15 percent, numbers below 1 are rounded up to 1. If the part after the decimal point is less than 5, it is rounded up to the next higher integer; if it is 5 or more, it is rounded up to the next higher integer.
- To transfer from a higher education institution abroad to a program in our country that requires a success ranking;
- In the year the student begins higher education, the university where the student is enrolled must be ranked within the top four hundred percent by at least three of the ranking institutions used by the Council of Higher Education (Times Higher Education (THE), QS World University Rankings, Academic Ranking of World Universities (ARWU), and CWTS Leiden Ranking) and meet the semester/class and success requirements of this Regulation.

- To be registered at a university that is not among the top four hundred percent. In the event of:
1) Those who completed their secondary education in Turkey must have taken the central placement exam and met the required success ranking requirement in the relevant score type for the program for which success ranking is required as of the year of registration.
2) Those who completed at least the last two years of their secondary education abroad must have successfully completed at least four semesters of the diploma program they are enrolled in, excluding the preparatory class.

- A certified copy of your high school diploma or a barcoded high school graduation certificate obtained through e-government document
- The original or officially certified photocopy of an official document from the university to which the student is transferring from the second-year program to the first-year program, indicating that the student is among the top 10% in the success rate ranking.
The evaluation process will be based on 40% of the ÖSYS/YKS placement score and 60% of the general grade point average (CGPA).
Note: Applications will be accepted online, and the required documents will be uploaded to the application form. Accepted students must submit the original application documents to our university during final registration. Those who submit false, incomplete, or inaccurate information and documents during the application, placement, and registration processes will have their registrations canceled, even if they have been finalized.
Application for Internal Horizontal Transfer Requirements
- A minimum GPA of 2.00 or no failed courses.
- To apply for transfer between university-level degree programs that accept students at the same level, the student's central placement score, in the score type applicable to the desired degree program, as of the year the student took the centralized exam must not be less than the lowest base score for the degree programs of other domestic universities equivalent to the desired degree program.
* Applications can be made between equivalent programs (programs with the same name or those whose content is determined to be at least 80% identical by the relevant college or vocational school's board of directors).
* For English-language programs, applicants who qualify for registration will be required to submit a document proving their English proficiency (as specified in the relevant legislation) or pass the English exemption exam administered by our College. Those who fail will not be eligible to register. They will lose.

Application Requirements for Inter-Institutional Horizontal Transfers
- Applications can be made between equivalent programs (programs with the same name or whose content is determined to be at least 80% identical by the relevant college or vocational school's board of directors)
- Completed in the program in which they are registered A minimum cumulative grade point average of 2.40 out of 4.00 for the semesters must be achieved.
- There must be no failed courses as of the application date.
- There must be no disciplinary action (those who have received a disciplinary action from a higher education institution cannot apply for horizontal transfer).
- Transfers cannot be made to the preparatory class of associate and undergraduate degree programs; to the first and last semesters of associate degree programs; or to the first two and last two semesters of undergraduate degree programs.
- Transfers from open or distance education to other open or distance education degree programs are possible. To transfer from open and distance learning to formal education programs, the student's GPA in the current program must be 80 or higher out of 100, or their central placement score in the year of enrollment must be equal to or higher than the base score for the diploma program of the university they wish to transfer to.
